Rapporteur (the Member appointed to lead Parliament's work on this text): BENEA Dragoş (S&D)
Summary

This procedure amends the ERDF, Cohesion Fund and Just Transition Fund as regards specific measures to address strategic challenges in the context of the mid-term review. It runs under the ordinary legislative procedure, so Parliament and the Council decide together and the result is binding EU law. It was handled by the Regional Development, Budgets, Employment and Social Affairs and Security and Defence committees, in the field of structural and cohesion funds. The tabled amendments cite the mid-term review, Articles 174 and 175 TFEU and regional GDP per capita, and create new specific objectives covering defence and dual-use infrastructure, military mobility, energy interconnectors, water resilience and affordable housing, while referencing STEP. It shares subjects with related files including 'Structural reform support programme 2017-2020'.

In plenary, Parliament usually votes in steps: first on amendments to the text (sometimes split into parts, so Members can accept one half of a sentence and reject the other), then on the text as a whole. The “main vote” is the one that adopts or rejects the text itself. Each vote below shows exactly which step it was. How voting works →
