Summary

The own-initiative report is the annual report on implementation of the common security and defence policy. The amendments describe a deteriorated security environment marked by Russia's war against Ukraine, hybrid threats including cyberattacks and information manipulation, and threats associated with China, Iran, North Korea and Turkey; they reference the Readiness 2030 roadmap, the SAFE instrument, the Defence Readiness Omnibus, NATO, Article 42.7 TEU and airspace violations.
