## What the amendments focus on

This dossier is a recast of rules on access to the international road haulage market. The amendments address ensuring road traffic controls are not discretionary or discriminatory between Member States, carriage exempt from a Community licence, the conditions and numbers of cabotage operations performed by non-resident hauliers, gradual lifting of restrictions on the number and duration of cabotage, transit through Member States, and penalties for infringements.
