## What the amendments focus on

Legislative dossier simplifying the terms and conditions of transfers of defence-related products within the Community. The amendments address general, global and individual transfer licences subject to prior authorisation, export limitations to third countries and end-user certificates, the Common Military List, exclusion of anti-personnel mines and cluster munitions, the EU Code of Conduct on Arms Exports, considerations of human rights, peace and security, Article 296 of the Treaty, and parliamentary scrutiny.
