## What the amendments focus on

The dossier concerns public procurement in the fields of defence and security. Amendments define the Directive's scope by reference to arms, munitions and war material and the Council Decision of 15 April 1958, treat economic operators equally, transparently and non-discriminatorily, address Treaty exceptions including Article 296, sensitive and classified information, security of supply, subcontracting and SMEs, and contracts under international agreements.
