## What the amendments focus on

A legislative dossier on the Community's greenhouse gas emission allowance trading scheme. The amendments rewrite recitals on emission-reduction commitments below 1990 levels and carbon leakage, redefine which combustion, coke, cement, aluminium, hydrogen and gypsum installations fall in or out of scope (by rated thermal input and operating hours), and add provisions on monitoring and reporting of emissions, verification of verifiers, and capture, transport and geological storage of carbon dioxide.
