## What the amendments focus on

A legislative dossier on Member States' effort to meet the Community's greenhouse gas emission reduction commitments up to 2020 for emissions outside the emissions trading scheme. The amendments set minimum national contributions and base years, carry-forward and transfer of emission entitlements, a compliance mechanism, the use of CERs and ERUs and project credits, treatment of international maritime transport and land use, energy efficiency targets, and the Kyoto Protocol.
