## What the amendments focus on

This dossier concerns civil aviation safety: the investigation and prevention of accidents and incidents. Amendments stress independent safety investigation authorities free of pressure from regulatory or judicial authorities, separation of investigations from apportioning blame, the role of the European Aviation Safety Agency and a Network of investigation authorities, confidentiality and 'just culture', assistance to victims and families, and delegated acts referencing Annex 13 of the ICAO Convention.
