# Setting up an EU rapid response capability

## What the amendments focus on

An own-initiative report on setting up an EU rapid response capability for disasters. The amendments concern coordination of civil disaster response, the proposed EU Civil Protection Force and the Barnier report, the separation between civilian response and the Common Security and Defence Policy, the role of the High Representative and EEAS, use of military assets as a last resort, and cooperation with the United Nations.
