## What the amendments focus on

An own-initiative report on the protection of the Communities' financial interests and the fight against fraud, annual report 2009. Amendments distinguish fraud from irregularities, press for reliable Member State reporting and higher recovery rates, the Irregularity Management System maintained by OLAF, cigarette and tobacco smuggling, fraud in own resources and cohesion spending, the SAPARD pre-accession programme, public procurement rules, and whistleblower rewards.
