## What the amendments focus on

This own-initiative report concerns the EU approach on criminal law. The amendments invoke subsidiarity and proportionality, fundamental rights and the Charter, and principles such as nulla poena sine culpa, lex certa, ne bis in idem and the presumption of innocence. They debate harmonisation of substantive criminal law, mutual recognition and trust between Member States' legal systems, evidence-based use of criminal provisions, and a coordinating authority within the Commission.
