## What the amendments focus on

The dossier is a legislative proposal on energy efficiency. The amendments debate binding versus indicative national energy efficiency and primary-energy-savings targets (including 20% by 2020 and figures for 2025 and 2050), set requirements on building renovation, energy audits, individual metering and smart meters for electricity, gas and district heating, and address links to the EU Emissions Trading System; one opinion calls for rejecting the Commission proposal.
