## What the amendments focus on

This dossier is a proposal on the safety of offshore oil and gas prospection, exploration and production activities. Amendments address major-accident prevention and operator liability, financial security and insurance, environmental impact assessment and public participation, the role of the European Maritime Safety Agency (EMSA), definitions of 'major accident', 'operator' and 'oil spill response gap', and special protection for Arctic waters.
