## What the amendments focus on

This dossier establishes a financing instrument for the promotion of democracy and human rights worldwide for 2014-2020. The amendments allow assistance independent of third-country governments' consent, link democracy and human rights, stress gender equality, women's and children's rights and freedom of religion, support civil society and human rights defenders, reference the European Endowment for Democracy, and call for consultation, EU delegations and visibility actions.
