# Towards a coherent European approach to collective redress

## What the amendments focus on

This own-initiative report concerns a coherent European approach to collective redress. The amendments stress that public enforcement by the Commission and national competition authorities remains the main deterrent, address follow-on versus stand-alone actions, the leniency programme, opt-in and opt-out procedures, the loser-pays principle, subsidiarity and proportionality, and reject systems encouraging abusive litigation through contingency fees or punitive damages, promoting alternative dispute resolution as a last resort.
