# Green Paper: From challenges to opportunities: towards a common strategic framework for EU research and innovation funding

## What the amendments focus on

This own-initiative report responds to the Green Paper on a Common Strategic Framework for EU research and innovation funding. The amendments debate keeping Structural and Cohesion Funds separate, innovative financial instruments and access for SMEs, ring-fencing large projects such as ITER and Galileo, 'stairways to excellence', the Europe 2020 target of 3% of GDP on R&D, and the European Research Council; some push to cut research budgets.
