## What the amendments focus on

The dossier concerns reporting, analysis and follow-up of occurrences in civil aviation. Amendments reference Regulation (EU) No 996/2010 and the European Aviation Safety Agency, develop a 'Just Culture' protecting reporters from punishment by their employer while not tolerating gross negligence, define gross negligence and a safety management system, set obligations for pilots, organisations and personnel to report occurrences generally within 72 hours, and address handling, evaluation and storage of reports.
