## What the amendments focus on

This dossier is a recommendation to the Council on the UN principle of the 'Responsibility to Protect' (R2P). The amendments revise citations and recitals, referencing UN World Summit Outcome Document paragraphs 138 and 139, UN Security Council resolutions on Libya, the International Commission on Intervention and State Sovereignty, the Brazilian 'responsibility while protecting' initiative, and states' obligation to protect populations from genocide, war crimes and crimes against humanity.
