## What the amendments focus on

Legislative dossier on open internet access. The amendments rework provisions on the minimum duration of rights to use radio spectrum in harmonised bands and on incentivising investment while discouraging the under-use or 'hoarding' of spectrum, and revise recitals on the single market in electronic communications and cross-border provision of networks and services; several amendments instead reject the Commission proposal outright.
