## What the amendments focus on

This dossier sets guidelines for the 2014 budget, Section III - Commission. The amendments react to the failure of Heads of State and Government to agree the multiannual financial framework, address the application of ceilings absent timely adoption, payment levels and shortfalls, joint statements by Parliament, Council and Commission, a draft amending budget for suspended claims, and competing positions on freezing or increasing the Union budget.
