# Smart specialisation: networking excellence for a sound cohesion policy

## What the amendments focus on

This own-initiative report concerns smart specialisation in support of cohesion policy. Amendments revise text on smart specialisation as an innovation-policy concept promoting efficient public investment in research, the requirement for regions to design research and innovation strategies (S3) under thematic concentration of the European Regional Development Fund for 2014–2020, the Commission possibly withholding ERDF interim payments if preconditions are unmet, cooperation with research centres and universities, and monitoring indicators.
