## What the amendments focus on

Own-initiative report on the negotiations on the Multiannual Financial Framework 2014-2020, lessons learned and the way forward. The amendments characterise the negotiated MFF level and its cuts in commitments and payments, the reduction of the EU budget toward roughly 1% of GNI, the European Council's role versus Parliament's consent, the lack of reform of the system financing the budget, and the 'fair returns' logic versus European added value.
