## What the amendments focus on

A report on guidelines for the 2016 budget, Section III - Commission. Amendments describe the EU budget as an investment budget with a leverage effect for growth, competitiveness and jobs, debate the impact of the economic and financial crisis, austerity and unpaid invoices under the Multiannual Financial Framework 2014-2020, promote employment, enterprises and entrepreneurship through Horizon 2020, COSME and Erasmus+, support for SMEs, the European Structural and Investment Funds, and green and climate-related objectives.
