## What the amendments focus on

This own-initiative report concerns prison systems and conditions. Amendments cite human-rights instruments and the European Court of Human Rights, address prison overcrowding as a breach of Article 3 ECHR, the prohibition of torture and degrading treatment, rehabilitation and education, vulnerable detainees such as minors, the elderly and people with mental illness, and Council of Europe rules and recommendations.
