## What the amendments focus on

This dossier concerns wholesale roaming markets. The amendments revise recitals and provisions on the abolition of retail roaming surcharges ('roam-like-at-home') under Regulation (EU) 2015/2120, fair use policies, maximum wholesale charges for voice, SMS and data services, cost recovery for visited-network operators including joint and common costs, the seasonal nature of roaming traffic, competition and investment in domestic markets, and monitoring by national regulatory authorities.
