## What the amendments focus on

This dossier concerns a proportionality test before the adoption of new regulation of professions and services. The amendments stress that regulating regulated professions is a Member State prerogative within non-discrimination and proportionality, placing the burden of proof on Member States and requiring objective, independent assessments. Several exclude or protect health, social, education and training professions (citing Article 168 TFEU) and collective agreements, and call for rejecting the Commission proposal.
