## What the amendments focus on

An own-initiative report on guidelines for the 2017 budget, Section III - Commission. Amendments frame the budget against fragile economic recovery, geopolitical tensions, the migration and refugee crisis and terrorist threats, and debate the Union budget's role in tackling these crises, the Multiannual Financial Framework 2014-2020 and its mid-term review, special instruments such as the flexibility instrument, the EFSI, unemployment, and the Commission's European Economic Forecast.
