## What the amendments focus on

The dossier sets out building blocks for a post-2020 EU cohesion policy. Amendments describe cohesion policy as the main EU investment policy expressing solidarity and reducing regional disparities, address flexibility in the EU budget, unpaid bills and backlogs, decommitments of ESI Funds, the balance between grants and financial instruments, the European Fund for Strategic Investments, indicators beyond GDP, simplification, and the outermost regions.
