## What the amendments focus on

This dossier sets guidelines for the 2021 budget (Section III). The amendments debate funding levels for external policy, the Western Balkans and the Eastern and Southern Neighbourhood, the Common Foreign and Security Policy and defence (European Defence Fund, military mobility), human rights and human rights defenders, gender equality, UNRWA, and the new external financing instrument architecture.
