## What the amendments focus on

This dossier establishes a European Year of Skills 2023. Amendments rework recitals on a skilled workforce and citizens skilled in democratic participation, the green and digital transitions, resilience to shocks such as the COVID-19 pandemic and the fallout of Russia's war of aggression against Ukraine, skills shortages and mismatches across occupations and SMEs, women's labour-market participation, upskilling and reskilling, and the European Pillar of Social Rights.
