## What the amendments focus on

This dossier lays down minimum rules to prevent and counter the facilitation of unauthorised entry, transit and stay in the Union. The amendments revise recitals on migrant smuggling and organised criminal groups using violence or exploitation against migrants, the Facilitators' Package (Directive 2002/90/EC and Framework Decision 2002/946/JHA), instrumentalisation of migration, root causes, harmonised penalties, and cooperation with Europol, Frontex and Eurojust referenced in Council conclusions.
