# Simplification of some requirements and reduction of administrative burden in waste and industrial emissions legislation (Omnibus VIII on environmental legislation)

## What the amendments focus on

This procedure simplifies requirements and reduces administrative burden in waste and industrial emissions legislation under Omnibus VIII. Referencing the Commission's 2024 to 2029 political guidelines, amendments modify Directive 2010/75/EU and Directive (EU) 2024/1785, notably on the environmental management system, permits, monitoring, and livestock rearing thresholds expressed in LSU and numbers of places. They exclude organic production under Regulation (EU) 2018/848, address the REACH SCIP database and the European Chemicals Agency, subsidiarity and proportionality, derogations, a central register of producers for extended producer responsibility, hydrogen co-firing, and amendments to Directive 92/43/EEC on Natura 2000.
