## What the amendments focus on

This procedure sets out guidelines for the 2027 Budget, Section III. The amendments push competing priorities for Union spending: cohesion policy, the European Social Fund+, poverty and social exclusion, housing, migration and border security, agriculture, SMEs, research and innovation, and climate objectives including the Paris Agreement and the European Green Deal. Others stress rule-of-law conditionality, own resources, the EPPO, and scrutiny of EU funding to civil society organisations.
