Own-initiative report (untitled in the record) on EU external action financing. Amendments underline the negative consequences of payment shortfalls in the EU budget for the Common Foreign and Security Policy, civilian missions, the Instrument for Stability and humanitarian aid, call for more flexibility to respond to crises and conduct CSDP missions such as in Libya, Mali, Ukraine, Georgia and Kosovo, and for streamlining EEAS management and transferring EU Special Representatives' budget lines to the EEAS section.
