Amendments address health as a value and threats such as cancer, diabetes, obesity, HIV/AIDS, antibiotic resistance, population ageing and inequalities between and within Member States, while stressing Member State competence over health services. Other amendments concern climate change as a threat to developing countries, the Millennium Development Goals, water and food availability, and the clearing of forests for biofuel crops.
