This regulation concerns roaming on public mobile telephone networks within the Community and the regulatory framework for electronic communications networks and services. Amendments revise the maximum wholesale and retail Eurotariff charges for roaming calls, SMS and data services, per-second billing, transparency measures against 'bill shock', and rules on voice-mail and substitute services such as WiFi and VoIP.
