EIB loans: Community guarantee to the EIB against losses under loans and loan guarantees for projects outside the Community

The dossier concerns a Community guarantee to the European Investment Bank against losses on loans and loan guarantees for projects outside the Community. Amendments rework recitals and provisions on aligning EIB financing with the Community's external policies and development cooperation, the financial instruments (IPA, ENPI, DCI, EIDHR), regional ceilings, the guarantee period and ceiling, strengthened reporting to the European Parliament and Council, and a mid-term review.
