Summary
This own-initiative report concerns the Activity-Based Budgeting and Management (ABB-ABM) method as a tool for allocating budgetary resources. Amendments call for better linking the Commission's five-year strategic objectives and Annual Policy Strategy with the Multiannual Financial Frameworks, clearer reporting in Annual Activity Reports, identifying negative priorities, reducing administrative burden in the strategic planning cycle, assessing risks, and feeding performance information back into resource allocation.
