Legal protection of adults: cross-border implications
An own-initiative report on the legal protection of adults and its cross-border implications. Amendments promote a shift from substitute decision-making by guardians towards supported decision-making for vulnerable adults, reference the UN Convention on the Rights of Persons with Disabilities, the Hague Convention and a Council of Europe recommendation, link protection to free movement of persons and retiree migration between Member States, and request the Commission to fund a comparative study and submit legislative proposals on recognition of incapacity mandates and lasting powers of attorney.
