Summary

This own-initiative report concerns pre-commercial procurement as a driver of innovation to ensure sustainable high quality public services in Europe. The amendments endorse a risk/benefit-sharing pre-commercial procurement model involving the public sector and SMEs, call for training and tools for local and regional contracting authorities, knowledge transfer with universities and research centres, financial incentives, and a commitment to invest 3% of GDP in research and development.
