Summary
This own-initiative report concerns development of the UN Human Rights Council and the role of the EU. Amendments note that EU Member States are a numerical minority, the absence of the United States, and division into regional blocs that undermine effective handling of human-rights situations. They address the Universal Periodic Review, Special Procedures and their Code of Conduct, country situations such as Belarus and Cuba, and universality of human rights.
