2007 discharge: European Agency for Reconstruction EAR

Discharge dossier on the 2007 accounts of the European Agency for Reconstruction (EAR). Amendments commend the Agency's results, systems and expertise in delivering assistance in post-conflict situations, regret that its activities ended in 2008 and the consequent risk of losing acquired expertise, and argue that it should have been transformed into a 'RELEX external actions Agency' delivering EU assistance in post-conflict situations where traditional development assistance cannot be implemented.
