2008 discharge: EU general budget, Council

A discharge decision on the implementation of the 2008 EU general budget, Council section. The amendments alternately grant or postpone discharge to the Council's Secretary-General, address the separation of budget preparation from discharge and the 'Gentlemen's Agreement', the Council's refusal to participate in discharge debates and submit an annual activity report, transparency of special representatives' costs, closure of extra-budgetary accounts, and questions raised in Parliament's resolution of 25 November 2009.
