Summary
This dossier is the 2008 discharge for the European Aviation Safety Agency (EASA). Amendments raise concern over the Agency's high cash reserves and interest income, appropriations carried forward at odds with annuality, the transfer of staff-related to operating expenditure and the enterprise resource planning system, difficulties recruiting qualified personnel, flat fees generating income above the cost of services, and the lack of measurable objectives and performance indicators.
