Summary
Own-initiative report on a proposed Regulation governing the exercise of the European Parliament's right of inquiry, replacing the 1995 Decision. The amendments set out the powers and procedures of committees of inquiry, respect for the rights of those summoned to testify under the ECHR and the Charter, time-limits and composition, summoning witnesses and requesting documents, in-camera proceedings, minority conclusions, sanctions, complaints procedures and costs.
