Summary
A legislative procedure on the mandate of the external-borders agency (FRONTEX). The amendments emphasise respect for fundamental rights, the Charter, non-refoulement and access to international protection, training of border guards, joint operations and pilot projects with host Member States, a technical-equipment pool and its financing, a code of conduct for return of irregularly present third-country nationals, cooperation with third countries, liaison officers, and reporting to the Management Board and Parliament.
