Summary
Proposal on the organisation and functioning of the European External Action Service. The amendments address the relationship between the EEAS and Member States' foreign policy, instructions to and the role of Heads of Delegation, the common commercial policy and Parliament's role in trade, recruitment based on merit with geographical and gender balance, opening and closing delegations, evaluation and audits, and budgetary transparency in external action.
