Mandate for the trilogue on the 2011 Draft Budget

A report on the mandate for the trilogue on the 2011 draft budget. The amendments address climate finance for mitigation and adaptation being additional to existing development cooperation, opposition to financing the programme for ACP banana-producing countries or an instrument for industrialised countries from development appropriations under heading 4, humanitarian aid under the Treaty of Lisbon, and the global fund to fight AIDS, tuberculosis and malaria.
