Discharge decision on implementation of the 2009 EU general budget, Section III (Commission and executive agencies). Amendments alternate between granting, postponing and approving the closure of accounts, and add observations on Court of Auditors findings of material error in external aid and development payments, development cooperation, civil society in partner countries, spending on education and health, and the Commission's pursuit of a positive statement of assurance.
