Summary
The dossier is a recast regulation on roaming on public mobile communications networks within the Union. The amendments set maximum average wholesale charges per minute for regulated roaming calls and aim to reduce the gap between national and roaming tariffs and ultimately eliminate roaming charges, addressing voice, SMS and data roaming, wholesale access negotiations, radio spectrum, and inadvertent roaming in border regions.
